
Il fatto di aver espletato per circa quindici anni le funzioni di Pubblico Ministero in territori caratterizzati da una radicata e forte presenza della criminalità organizzata mi pone come osservatore privilegiato tanto da poter giungere alla conclusione che solo una parte dello Stato intende effettivamente lottare contro le mafie.
La mafia, dopo la stagione delle stragi politico-mafiose degli anni 1992-1993, ha deciso di adottare la strategia politico-criminale tipica della ’ndrangheta, ossia quella di evitare il conflitto armato con esponenti delle Istituzioni e di penetrare, invece, in modo capillare, nel tessuto economico-finanziario ed in quello politico-istituzionale.
L’infiltrazione nell’economia e nella finanza è talmente diffusa in tutto il territorio nazionale che le mafie contribuiscono ormai, in buona parte, al prodotto interno lordo del nostro Paese tanto da far sì che non si possa più distinguere tra economia legale ed economia illegale. Le mafie hanno enormi capitali da investire che rappresentano il provento della gestione del traffico internazionale di droga. Il riciclaggio avviene nel settore immobiliare, nelle finanziarie, nelle banche, nell’edilizia, nel commercio all’ingrosso ed al minuto, nelle società di calcio, nelle società che si occupano di ambiente, nella sanità, nei lavori pubblici; insomma, dove c’è denaro, dove c’è business, le mafie sono interessate.
