I " White Certificates" (or "Energy Efficiency Certificates " or TEE) attest to the achievement of energy saving through ' use of technology and efficient systems. These securities are issued by the Market Manager Energy (GME) based on the certification of the savings that are achieved and based on their estimate of the Authority 's Electricity and Gas (Authority). A single certificate is the saving of one tonne of oil equivalent (toe) taken as the unit of measure for expressing the energy balance.
White certificates are born with the ministerial decrees of 20 July 2004 and it AEEG define the technical and economical to use them, annually allocating national targets for electricity distributors and gas.

In questo campo l’Italia è la prima al mondo per l’applicazione di questo tipo di strumento per la promozione dell’efficienza energetica negli usi finali. L’esempio italiano è stato studiato e analizzato dalla Commissione Europea, dall’Agenzia Internazionale per l’Energia e da tanti altri Paesi.
Con la Direttiva 32 del 2006 la Commissione europea ha indicato i certificati bianchi come uno degli strumenti da utilizzate per conseguire l’obiettivo di contenere i consumi energetici. A partire dal prossimo anno la Commissione valuterà l’opportunità di poter introdurre un mercato a livello europeo dei certificati bianchi sulla base dell’analisi delle esperienze delle varie nazioni.
Ad oggi anche altri stati hanno adottato dei meccanismi simili a quello italiano (ad esempio la Francia e la Polonia).
Oltre agli interventi di risparmio energetico da realizzare per proprio conto presso i consumatori finali, si può fare riferimento anche a società terze, le cosiddette “ESCo” (Energy Services Companies) or you can buy all or part of the share of its obligations by third parties through the sale of white certificates. These exchanges take place through bilateral contracts or through a special market that is organized and managed by the GME based on rules established by the AEEG.
The value of the contribution to be paid to the distributors currently stands at € 100 per tonne of oil saved. These contributions are funded going to take a small share of the distribution tariffs for electricity and gas (this fee is calculated AEEG to ensure that the burden on the total bill consumers' energy can always be much lower than the total economic benefit derived from energy savings).

Reflections:
This mechanism has been successful, but still needs corrective action, because the targets set for 2010 by EEAP (National Action Plan for Energy Efficiency) in energy efficiency would be attained only in the residential sector and only by replacing incandescent lamps with energy-saving devices. The worst situation concerning the industrial and tertiary sector and in particular to give the results were not expected interventions insulation of the walls of buildings and improving the efficiency of lighting systems industry.
