Il Conto Energia è ad oggi il principale strumento economico/energetico a disposizione di piccoli e grandi investitori per far bene all’ambiente e alle proprie tasche.
È ormai innato in ognuno di noi, o dovrebbe esserlo, che la “Nostra Evoluzione Energetica” debba passare attraverso un uso più ragionato delle risorse che già utilizziamo e uno sviluppo (altrettanto ragionato e consapevole) delle fonti energetiche rinnovabili.
Ma cosa sono le “fonti energetiche rinnovabili”?
Secondo la Direttiva comunitaria 2001/77/CE si intende per “fonti energetiche rinnovabili”:
“…le fonti energetiche rinnovabili non fossili (eolica, solare, geotermica, del moto ondoso, maremotrice, idraulica, biomassa, gas di discarica, gas residuati sewage treatment plant and biogas) .... "
In particular I would like to consider solar energy and photovoltaic conversion in particular. The photovoltaic conversion of solar energy is a process by which sunlight, affecting silicon panels properly treated, it is converted into electrical energy continues and subsequently transformed (if necessary for use) in alternating electric energy in a device called inverter.
obstacles of this technology (like all the others) in its early days of development are primarily related to its reliability and cost: The first obstacle is overcome thanks to advances in technology and improving production techniques, the second obstacle overcome through the optimization of production and by creating a market (that is, a virtuous cycle of supply and demand).
First Energy Bill
In a world of greater international awareness to environmental problems, strengthen their efforts towards the development of renewable energy (also for strategic reasons), had the Light on Energy Bill in Italy.
It was back in 2003, precisely on December 29, when the Legislative Decree 387 was implemented to transpose the European Directive 2001/77/EC on electricity from renewable energy sources in the interno dell’elettricità.
Restavano però ancora altri due tortuosi passaggi prima di poter avere l’avvio definitivo di questo programma di incentivazione, precisamente fissare i tempi e i termini di attuazione (con il Decreto attuativo n.181 del 5 agosto 2005 ) e stabilire i modi di erogazione degli incentivi (con la Delibera n.188 del 14 settembre 2005 ).
Poteva così nascere il Primo Conto Energia, che si differenziava dagli altri meccanismi utilizzati in passato per il fatto di essere molto vicino ad un finanziamento in conto esercizio, in quanto non prevedeva nessuna incentivazione da parte dello Stato nei confronti del capitale necessario per l’investimento, ma consisteva unicamente nell’incentivazione della produzione elettrica attraverso conversione fotovoltaica. Il privato proprietario dell’impianto fotovoltaico riceveva delle somme mensilmente e in modo continuativo, per i primi 20 anni di vita dell’impianto. Per accedere alle tariffe incentivanti, l’impianto doveva essere connesso alla rete (grid connected) e la sua potenza nominale superiore a 1 kWp. I moduli fotovoltaici devono inoltre possedere particolari requisiti di certificazione. L'incentivo economico era limitato all'energia messa a disposizione delle proprie utenze (viene incentivata solo la quota autoconsumata). Con il meccanismo dello scambio sul posto era possibile costituire un saldo annuo tra l’energia elettrica immessa in rete e quella prelevata which will form the basis for the calculation of the incentive, while the rest is a credit available for the next three years. In addition to the above mechanism could also consider the sale of energy at the rates set by the Authority for Electricity and Gas Authority (Authority). It was expected to increase the rate of 10% for building integrated system.
Applications for admission to the incentives were sent to the GSE, complete with all necessary documents (including a preliminary draft) in March, June, September and December. The GSE taking charge of all requests undertook to analyze them within the first month of the next quarter. Within 60 days after the end of the quarter, the GSE analyzed all of the applications received and communicated the results to interested parties by registered mail within the next 30 days. Became operational on September 19, 2005, the First Energy Bill has sold out in just 9 days the entire amount of plants that had been planned to finance up to 2012 (100 MWp).
The virtuous cycle that so much was hoped for was thus set in motion .
According to the Energy Account
In February 2007 they presented a new decree to which it is named according to the Energy Account. They set new standards, in particular, it eliminates a large part of the bureaucracy that was present in the old incentive mechanism: it is no longer necessary to wait for the acceptance by the GSE in demand because after requesting the connection to the local carrier, you can directly implement the system and only after connecting to the network obtain the electrical stimulus (always continuously for 20 years). Are being promoted more integrated solutions from architectural point of view and the incentive rate is applied to all energy produced, simply because that is produced using a renewable source (not just the amount consumed). In addition to the architecturally integrated systems are the categories relating to air "Partially integrated" and "integrated". The experience gained over the years and the development of a very healthy market has allowed a reduction of costs related to the implementation of photovoltaic systems and greater awareness by the general public.
Third Energy Bill - The future of photovoltaic incentives
On August 24, 2010 was published in the Official Gazette of the Italian Republic, the energy bill in 2011 (also called the Third Energy Bill). This new order will last for three years, then from 01/01/2011 up to 31/12/2013 and the incentive rates will be paid for 20 years (during this time their value will fixed) and will refer to all the electricity produced. It confirms the mode of exchange in place that the sale of energy produced. We recognize the special rates for photovoltaic and concentrated on innovative solutions for building integration. Disappears the classification of plants "partially integrated" and simplifies the process of submitting documentation to the GSE (through electronically). Some important data (and available on the website of the GSE) are those related to the power boosted with Prime Energy Account of 164 MW and that promoted by the Second Account of Energy (to date) to 1689 MW. How
sure this incentive mechanism?
This incentive is safe because the funds available to come directly from the bills that we all pay for electricity, particularly dall'aliquota A3 "Promotion of energy production from renewable and assimilated." From the economic point of view allows a PV system, compared with an initial outlay is not too high, to repay the expense to the maximum in 80-10 years to completely clear the electricity bill (in case of power consumption based on the size of ' user) and provide a source of revenue for the remaining life of the plant. So in light of all this, in a spirit economic / energy everyone should think about how convenient it can be an investment of this type.
"It was real glory?"
will be up to posterity to assess whether the move of the Energy Bill could really be the only way to promote the development of PV in our "Land of the Sun" or if it could be done better.
